PORT CHARLOTTE, Fla. -

Charlotte County detectives arrested a 37-year-old man for having sex twice with an 11-year-old runaway girl.

The child had been staying in a Fort Myers youth shelter and was granted a weekend home visit in September.  She ran away but was found and returned to the shelter.  That’s when she told a counselor about a sexual battery that occurred with two men in Port Charlotte.

After a lengthy investigation detectives arrested Christopher Maurice Roberts of Fleming Island, Florida on two felony counts of capital sexual battery.

The girl gave law enforcement a description a car she rode in with Roberts and on September 24 North Port Police stopped a car matching the description finding Roberts and another man.  His name is not being released at this time as the investigation is ongoing. Knowing the two men’s names, their photos were obtained and put in a photo lineup; the girl positively identified both men.

Tuesday at 3:45 p.m. the detectives was traveling south on U.S. 41 approaching the Punta Gorda bridge and spotted the Robert’s car going northbound. The detective couldn’t turn around on the bridge so he contacted other units in the area to look for the purple car. Moments later a deputy stopped the purple car and made a traffic stop at 3013 Tamiami Trail in Port Charlotte; the driver was Roberts. The detective met with Roberts and informed him of the sexual battery case; he declined to comment and wanted to speak to his attorney. Roberts was transported to the Charlotte County Jail where he remains on no bond.

DCF investigator on run from child-sex charges arrested

A child-welfare investigator charged with having sex with a foster child was arrested — after he had fled to the Dominican Republic to escape prosecution.

On the run for much of a week after he was linked to a high-profile investigation into the sexual trafficking of foster children, a state child-abuse investigator was arrested Saturday while he was trying to flee to the Dominican Republic.

Jean LaCroix, who has been on paid administrative leave since May from his job as a child-protective investigator with the Department of Children & Families, had been in New York City preparing to flee the United States, said Ed Griffith, a spokesman for Miami-Dade State Attorney Katherine Fernández Rundle. LaCroix had reserved a flight to the Dominican Republic Friday night but never boarded the plane, which had been under surveillance by police and federal agents.

The original flight reservation “may have been a decoy,” Griffith said, or LaCroix may have been scared off before boarding.

Federal authorities then learned LaCroix was flying to the Caribbean nation Saturday morning, but were unable to stop the plane from taking off. Instead, federal authorities asked customs agents in the Dominican to refuse LaCroix entry. They did, and LaCroix was immediately returned to New York, where he was arrested.

Prosecutors believe LaCroix ultimately was headed for Haiti, where he grew up, which shares the island of Hispaniola with the Dominican Republic.

LaCroix, 46, was charged with five counts of unlawful sexual activity with a minor, according to an arrest warrant signed by Detective Jeannette Azcuy, who headed up the case for the Miami-Dade Police Department.

“If he had gotten to Haiti, we would never have seen him again,” Griffith said.

Police, prosecutors and U.S. Immigration and Custom’s Enforcement agents “all went to extraordinary lengths to take this man into custody as he tried to flee the country,” said Rundle. “But for those who work child exploitation and human trafficking cases, extraordinary efforts are just part of the everyday routine.”

DCF is in the process of firing LaCroix, said agency spokesman Joe Follick. Months ago, when agency administrators learned of his alleged actions, they conducted a detailed review of his caseload to ensure he had not had sex with any other underage girls, Follick added.

“We are extremely grateful for the hard work of law enforcement and the state attorney’s office,” Follick added. “We will continue to work with them in this case and in the future to protect all children.”

 

72 PHONE CALLS

According to the warrant obtained by The Miami Herald late Saturday, Miami-Dade police learned May 7 from a DCF investigator that a girl under agency supervision disclosed she had repeatedly had sex with LaCroix, who had been the investigator assigned to her child-abuse case.

Beginning on Oct.11, and lasting until child-welfare administrators moved his alleged victim to a different part of the county the next January, LaCroix allegedly met with the girl numerous times, the warrant says.

The teen told police she would call LaCroix from her cell phone to his, and they would arrange to meet near her school. From there, LaCroix would take the girl back to his home to have sex, the warrant says.

LaCroix’s state-issued cell phone, the warrant says, showed “considerable” phone activity between LaCroix and the girl. From Dec. 24 through Jan. 23 alone, the two spoke on the phone 72 times, the warrant says.

A review of phone records showed that, on at least five occasions, LaCroix and the foster child spoke on the phone either early in the morning before school or during school hours, when the girl had been absent from school without an excuse, the warrant says.

On May 4, the warrant says, DCF administrators told LaCroix to stop speaking with the girl. Nevertheless, the girl told police she both saw and spoke with him two days later. On May 7, the agency placed LaCroix on administrative leave with pay, and seized his cell phone. But LaCroix continued to call the girl from another phone, “and instructed her to call him” from something other than her cell phone.

Police: Principal Charged for Sex with Minor Student

EVART, Mich.—

A high school principal has been arrested on charges stemming from an alleged sexual relationship with an underage student.

Alan R. Kullman, 45, principal of Evart High School in Evart, Mich., was arrested Tuesday on a three counts of first degree criminal sexual conduct. The investigation came after reports of an inappropriate relationship with a minor student.

Kullman was arraigned Thursday, and is being held without bond. A preliminary hearing has been set for June 21.

The state police are asking anyone with information about this investigation or possible additional victims to contact the Mt. Pleasant State Police Post at 989-773-5951.

Former FBI Bomb Investigator Arrested on Child Pornography Charges

A former FBI Supervisory special agent who worked on some of the bureau’s most high profile terrorism and bombing cases including the Unabomber case, the USS Cole bombing,  the Oklahoma City bombing and the1993 World Trade Center bombing and the 9/11 attacks, has been arrested and charged with distributing child pornography.

Donald J. Sachtleben a former FBI agent who served as a team leader on the high profile investigations, was charged in a criminal complaint that was unsealed today by the U.S. Attorney’s Office in Indiana.

Sachtleben was charged with knowingly possessing child pornography and knowingly distributing child pornography. According to his Linked In profile, he left the Bureau in 2008 after a 25-year-career that spanned the globe.

The investigation by the FBI and an Internet Crimes Against Children task force spanned back to last fall when investigators executed a search warrant of another man allegedly trading images of child pornography. A review of the computer of that suspect, identified as Jason Nicoson from Illinois, led agents to Sachtleben and an Internet protocol address at his home in Carmel, Ind.

“A limited on-scene triage of the evidence was completed on computers and storage media found inside the residence and a vehicle. Approximately 30 image and video files containing child pornography were recovered from within a Hitachi Hard Drive inside a Sony VAIO Laptop,” the criminal complaint said of items recovered from Sachtleben’s home after federal agents executed a search warrant at his residence.

“Sachleben’s [sic] wife was interviewed during the execution of the search warrant and denied any knowledge of the child pornography found in Sony VAIO laptop or any involvement with child pornography distribution or possession,” FBI Special Agent Kerri Reifel wrote in the affidavit.

The images that were viewed on Sachtleben’s computer allegedly matched those that were found on Jason Nicoson’s computer from the Illinois search.

If convicted, Donald Sachtleben could face 20 years in prison on the distribution charge and 10 years for possession.

“Today’s announcement underscores this serious commitment, and should make clear that no matter who you are, you will be brought to justice if you are found guilty of such criminal behavior.” said US Attorney Joseph Hogsett.

The Justice Department has made prosecuting these cases a priority under Project Safe Childhood which was set up in 2006. According to Justice Department statistics there has been a 42 percent increase in the number of cases the Department has brought involving the sexual exploitation of children with over 2,700 indictment obtained in 2011.

Attorneys for Sachtleben did not return phone messages or emails when contacted by ABC News.

Sexual predator targeting San Fernando Valley high school girls

Authorities in the northeast San Fernando Valley continued their search Wednesday for a sexual predator they say is targeting high school girls.

Los Angeles police said the man may be responsible for two attempted kidnappings and seven instances of lewd acts over the last 15 months.

He was described as a male Latino or Asian with short, curly black hair that has some gray in it. He has brown eyes and may have some facial hair and is about 5 feet, 6 inches tall and 160 to 200 pounds.

Investigators from the LAPD’s Mission Division said they have various descriptions of the car he may be driving. It could be a 2000 to 2010 red or white Honda, Nissan or Toyota.

In an email Wednesday to constituents, City Councilman Richard Alarcon asked for the public’s help in finding the predator and “in looking out for your neighbor as the police search” for him.

The most recent incidents occurred March 12 at 9 p.m. in the 1400 block of Van Nuys Boulevard and at 4:10 p.m. March 29 at Beachy Avenue and Bromwich Street, according to authorities.
